[COMMONER] Tiers etat ?

prenons une population francophone quelconque prise (presque) au hasard 
dans une zone dite relativement urbaine !

*Après un savant mélange* : on constaterait que 25 à 35 pour cent de 
celle-ci, serait majoritairement d'origine africaine et, (ou 
méditerranéenne), nord et sud confondus - bien entendu ?

Peut-on affirmer que cette population dite immigrée formerait le tiers 
de cet échantillon (tiers-état : sujets ni nobles, ni ecclésiastiques, 
d'un état géopolitique dit souvent francophone, si vous préférez) ?

In British law: *commoner is someone* who is neither the Sovereign nor 
a peer?

Therefore, any member of the Royal Family who is not a peer, such as 
HRH Prince William of Wales or HRH The Princess Royal, is a commoner, 
as is any member of a peer's family, including someone who holds only a

Comment appellerait-on : le peuple, en francophonie ?

 . qui détiendrait la force (les puissants dans 1, 2, ou 3) ?
 . qui détiendrait le pouvoir (les dirigeants dans 1, 2 ou 3) ?

Pourquoi cette distinction, existerait-elle (encore) de nos jours ?
