perhaps with heavy violence(s) as to Universal, Humane Duties/Rights,
military invading as to each(all) such States(/Govs) is against "Opinions"..
but as to heavy massacres recent e.g. Rwanda Darfur, with UN/UNSC_Black Outs,
"Everyone"is convinced there must be anyhow,be anyway existing some political
esp some specific IURIDICAL GROUND TO STOP there then so,
such according Everyone'Opinions,
if/when necessary not by trade boycots,not by loosing face(= secret)diplomacy
but, without "UNSC", by STATE(s)/Military Force(s) respecting Sovereignty etc
(still) IN TIME TO STOP (worse)

while unwillingness or at least reluctance of the Birma-STATE/GOV "accepting"
BIG SCALE HELP/Helping as to Birma-Population WHOLE Population, ALL "Victims"

While same continental-regional, natural disaster(s) as to Birma OR to China,
such 2008_Nationally/Internationally, it will be impossible to think, yet,
UN/UNSC_China-STATE(/GOV)will VETO more or less "UNSC"-organized/imposed Help
UN/UNSC_China-STATE(/GOV)expecting - there then so ~ worse case,
China-People(s) getting better/more indirect/direct, forthgoing Help/Helping;
UN/UNSC_China-STATE/GOV already thanked, officially, and almost immediately!;
