Traffic laws are administered by the provinces, not the federal government.
"Harper and his clan" have nothing to do with it.

Anybody can buy a Zen. They just have to get the province they live in to agree 
to license them for use on the public highways.  You'll notice in the article it 
says BC is already on board with the Zen.
